MAYOR'S MESSAGE:

Good evening and Happy New Year. Welcome to the annual reorganization meeting of the Wanaque Mayor and Council.

I would like to start by thanking our Assemblyman Scott Rumana for taking time out his busy schedule to attend our meeting. I would also like to congratulate both Geroge Theoharous and Tom Balunis on their re-election to the Council. I would like to offer a very special congratulations to Geroge Theoharous, as his re-election represents the ninth time that he has been elected to this Council. George is currently one of the longest serving Councilmen in the State of New Jersey, having just completed his 25th consecutive year on the Wanaque Council. This consists of being elected to 8 three year terms plus an appointment to a one year unexpired term. The New Jersey League of Municipalities has a “Hall of Fame” for long serving municipal officials and I am submitting George's name to the League for this honor.

At this time, in recognition of his service to our community I think we should all give George a round of applause. Thank you George.

I would also like to take this opportunity to welcome our newest Councilman, Dominick Cortellessa. Dom has been a very active member of the Board of Directors at Wanaque Reserve serving as Trustee, Treasurer and currently Board President. Additionally he was a member of the Wanaque Board of Adjustment. Dom is a very intelligent and dedicated individual and we know he will do a great job on the Wanaque Council.

I would be also remiss in not thanking Ed O'Connell for his nine years of service on this Council. We are all extremely proud of Ed as he will be sworn in as a Passaic County Freeholder this Thursday. I am confident that he will do a great job in representing Wanaque and all of Passaic County.

When I became Mayor three years ago the economy was still strong as were the Boro's finances. We were in the midst of two consecutive years where we had no increase in the Municipal portion of the tax levy and the Council had great plans for the future of Wanaque. However, the economic downturn in 2008 and 2009 has presented a new set of challenges.

We had established 8 redevelopment zones in town and were planning for the construction of a new municipal building.
At present, only the Haskell Town Center project has been completed. The developer of the Candle Factory project has gone bankrupt and we are pursuing their bonding company for the funds to repave the section of Fourth Avenue near the Boulevard. The two redevelopment projects in Midvale have stalled and the plans for a new Municipal Building has been suspended indefinitely. The US Aluminum project has been moving very slowly. The Boro's rights to this property are being assigned to a developer who will fully reimburse us for our costs. The developer has proposed commercial condominiums for this property which will be used by businesses such as plumbers, electricians, contractors, small machine shops and light manufacturing. They intend to present their concept to the Planning Board once the property has received environmental clearance from NJ DEP.

In December, the Council cancelled the $2 million bond appropriation for this project. This money was never borrowed.

We are still working with a developer to redevelop Ringwood Avenue south of Doty Road (across from CVS), but this project is also moving very slowly due to the poor real estate market. We recently declared an area next to the Route 287 southbound ramp as a redevelopment area to try to attract a highway compatible business. We will be again reaching out to Cracker Barrel and to similar establishments for this area.

In early 2009, we received a $127,000 Community Development grant to reface the four buildings along Ringwood Avenue between Second and Third Avenues. This is the area that includes Kressaty's. This was a Federal grant awarded through Passaic County. This was a new program and the project became bogged down in Federal bureaucracy. We are hoping to get this project moving in early this summer. We were recently notified that we would be receiving an $83,000 Community Development grant in 2010 to alleviate storm water runoff problems along Second Avenue. We also recently received notice that we received a transportation corridor enhancement grant from Passaic County which will be used for a new “Welcome to Wanaque” sign at the intersection of Ringwood Avenue and Union Avenue.
Last week the Council approved the contract for the installation of new lighting at Memorial Field. This project is being funded by a $150,000 grant from Passaic County Open space and a $150,000 low interest loan from Green Acres.
During 2009, we continued using Transportation Trust Fund Grant money to improve our neighborhoods. First Street and Second Street, along with the second half of Laura Avenue, were rebuilt with curbs, sidewalks, water mains and new roadways.

While upgrading the roadway, we also made it safer to walk to Wanaque School. We have already received a grant to do the same work in 2010 on Melrose Avenue and Furnace Avenue. PSE&G replaced the gas mains and paved half the roadways in the Rainbow Valley Lake section of Haskell. In 2009, the Boro paved the other half of these roadways and installed underground drains on Evergreen Avenue to help alleviate flooding problems.

In 2009, we completed the renovation of our 1 million gallon water tank in Haskell. This is an investment in our infrastructure, and this work guarantees a long life for the tank. We added two cellular telephone carriers at the water tank, generating an additional $50,000 per year for the Boro. In 2009, we welcomed a new fire truck and a new ambulance, equipment that keeps us safe day in and day out. And after a long delay, the Holiday Inn Express on Union Avenue finally opened.

Currently, we are also very close to finalizing the purchase of the Pulte sales office in Haskell and leasing the building to Passaic County. Under the terms of the 10 year lease with Passaic County, we will be receiving in excess of $82,000 per year in rent for the first five years with increases in rent for years 6 through 10 based on the percent increase in real estate taxes. The County also has the option to extend the lease for an additional 10 years to 2029. This lease is “Triple Net” which means that the tenant will pay virtually all operating costs. The net annual effect of this lease, net of lost municipal taxes, will be approximately $70,000 of additional income to our budget. Passaic County will be using this building for Social Services and an up-county Clerks office. As a result, residents of Wanaque and surrounding up-county towns will no longer have to go to Paterson for a variety of County services including probating wills and obtaining passports.

Our Boro employees are like a family, and this year we lost Gerri Marotta, our longtime secretary to the Planning Board, Board of Adjustment and in the Construction Office. Gerri passed away in July after a short illness. Gerri did her job well, and was the backbone for the Boards she served, as well as the Construction Office. We miss her, and our prayers are with her husband Vince and her family.

In 2009, Police Sergeant Lee Smith and Water Supervisor George Kostro retired. Each of these men dedicated over 25 years of service to our community. Lee Smith is continuing to serve our community as Chief of our Volunteer Fire Dept. We wish both of these gentlemen well in their retirement.

Wanaque is not immune to the economic problems of our State and Country. For our 2010 budget, we are looking at lower revenues and mandates from the State which go against every principle of good financial management. In May 2009, we appeared before the State Local Finance Board and were ordered to use all of our surplus and over anticipate 2009 revenues. When we asked “What about next year” the Board's reply was “We don't care about next year.” Since Governor Corzine did not get re-elected, these Board members will not be reappointed. They do not have to live with the consequences on the 2010 budget, but we do. By the way, the consequence of not following their recommendations was that we would have lost a $330,000 Tax Levy Waiver and a $350,000 pension deferral in 2009. The prospect of cutting $680,000 from our budget over the last 7 months of 2009 would have meant that we would have been forced to layoff almost 20% of our Boro employees, including Police officers. This was not a feasible option.

Going into the 2010 budget process, we have four less employees than we had in 2009. Our negotiations with the Police Union resulted in the elimination of the costly Traditional health benefit plan and the move of all employees to a HMO point of service plan. The Police Union also gave back 2 holidays. We renegotiated our dental insurance and achieved a 20% savings. We participated in a joint bid with other communities for garbage disposal, which resulted in a 20% decrease in costs which will stay at that price for the next five years. These are some of the things that have been accomplished in the past year alone. But our work is not done.

We all know that the 2010 budget process is going to be difficult. We already have reduced the office hours for the Health Department and the Tax Assessor. We have two less employees in the Road Department, which effects grass and leaf collection, snow plowing, grass cutting, and road maintenance. We are not like big cities that can absorb cuts without reducing services. With probable reductions in State Aid, increases in State Pension costs and a tight tax CAP, we are facing more reductions in services. All of us sitting up here, along with the Administrator and all of our employees, must be creative and enterprising to give our residents the level of service they expect. We must think “outside of the Box” in both how we generate revenue, how we spend it, and how we operate.
In closing, I would like to thank all of our Borough employees, volunteers, veterans, and friends who have supported me for the past three years as Mayor. With your help, we can weather this storm and keep Wanaque moving forward. I would also like to thank my wife, Marie and my family for their continued support in allowing me to be Mayor of this great town.

I enjoy the opportunity to serve as your Mayor and as a result I am happy to announce that the Republican party recently approved me to seek a second term as Mayor in 2010.

Design Renovation at Wanaque Public Library

The Wanaque Public Library is approaching a special schedule to make way for a long planned design renovation of the upstairs Adult Reading Room. The Library will be open during its regular schedule throughout the construction HOWEVER we will offer only minimal services through the downstairs Children's Reading Room. Beginning Monday, March 15, 2010, the upstairs Adult Reading Room will be closed to the public entirely. On that day, March 15, 2010, the Children's Reading Room ( downstairs ) will begin to offer minimal services to both children and adults. All public entry to the Library will take place through the elevator or the south-side stairwell to the basement. There will be no public access to the upstairs floor for the course of Phase One Renovation.

From the Children's Reading Room ( downstairs ) Wanaque Library staff will offer the usual services however, there will be no access to adult book shelves or the Wanaque Public Library adult book collection except for the best sellers and new non-fiction. That is, the NEW BOOKS shelf WILL be available downstairs with both fiction bestsellers and new non-fiction for your borrowing. All requests for interlibrary loans from other PALS Plus County libraries will be processed for you at your request by Wanaque staff as usual, but from computers in the Children's Reading Room. All your books returned from interlibrary loan may still be returned to Wanaque Public Library for delivery as usual and you may still pick up all your loan requests here in the Children's Room.

For the duration of Phase One Renovation, adult public access computers with Internet access WILL be available in the Children's Reading Room for adult use. There will be three public access computers with Internet access available for adult use and two special public access computers with Internet access reserved for the needs and use of children only.

This schedule and plan will be in effect from Monday, March 15, 2010 through early May 2010. Watch for updates as to exact timeline as project continues.

All programs will of course be greatly adapted to this Phase One Renovation schedule. However, AARP tax prep for seniors of moderate means WILL proceed in the Board Room as usual with entrance through the elevator. There will be NO Storytime or children's crafts during Phase One Renovation. Regular Storytime and children's crafts will resume in spring 2010.

CLEAN UP WEEK

Clean up week is scheduled for the week of :
May 10th to May 15th on your regularly scheduled collection days.
Place items for trash collection at the curb the night before your collection day. This is also the first week of twice per week pick up.
Metal items will only be collected by appointment and hazardous material will not be collected. Metal items are picked up each week by appointment throughout the entire year.
Tires are also NOT included in the clean up week and only small amounts of building materials and wood may be put out at any one time.

TOWN PICNIC

The Town Picnic took place on Saturday, September 26TH, 2009 at Wanaque School. The hayride, petting zoo, moonwalk, bungee run, Puff the Dragon, sticky obstacle course, and DDR Dance Machine were a few of the activities that took place that day. The evening ended with a spectacular display of fireworks which were sponsored by Braen Supply. The tents and tables were donated by the Holiday Inn Express and Games & Rides were sponsored by the WPTA, The Wanaque Recreation Commission, The Wanaque Education Foundation, Lakeland Bank, Quick Chek, Burger King, Printing Images, Lakeland Health Care, Geppettos, Kressaty's Pharmacy, Lembo and Gray, F.H. Longo, Shippees Pharmacy, Kodiak Pavers, Community Health and Wellness, Valentines Supply and Mar Del Manor. A special thank-you to these local businesses for their generous donations to Wanaque Day.

And last but not least to all picnic participants/organizations that made this day possible: thank-you for your help and continued support. It is impossible to remember everyone who made this day a success, but because of people like you each year this wonderful day seems to get better and better. Once again, thank-you for a great time.

Litter & Recycling Tips

Reduce, reuse and recycle materials whenever possible to create less waste, which could end up on our streets and contribute to stormwater pollution.

Pick up trash and litter on your property and put it in the trash. Always use a public trash can for trash in public areas. Recycle any reusable materials, especially cans, bottles and paper. NEVER throw litter and debris directly into storm drains. Such debris can wash into waterways and clogged drains can cause street flooding and traffic congestion.

Always put your cigarette butts in ashtrays or solid garbage cans, not on the streets. Remember, our parks, playgrounds and beaches are not ashtrays. When an ashtray or garbage can are not available, store extinguished butts in your cigarette pack until you find a proper receptacle.

Empty automobile ashtrays into the trash, not out your car window or directly on the ground. Proper disposal will help keep our waterways clean and minimize the risk of fires.

CURBSIDE PICKUP REGULATIONS

GARBAGE COLLECTION - Garbage collection is limited to five cans and one large Non Metal item per household per collection day. If you are moving, please call Borough Hall for regulations regarding bulk collection. All garbage must be at the curb no earlier than 6:00 pm. the night before and no later that 6:30 a.m. the morning of collection. Wood must be tied in bundles, no longer than four feet. The contractor will take only small amounts of wood with each pick up. There will be no garbage collection on New Year's Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day and Christmas Day. If your pick up falls on the holiday you can expect pick up on the following day.

RECYCLING COLLECTION - Newspaper, Junk mail, boxes, etc. along with co-mingled glass, aluminum and plastic are collected curbside on alternating Wednesdays. Newspapers and boxes must be flattened and tied or put in a paper bag.
Co-mingled glass must be loose in a garbage can.
No plastic bags.

GRASS, LEAVES AND BRUSH - Grass, leaves and brush are collected by the Borough once per week. Brush must be cut into four foot lengths and tied. Grass and leaves must be either loose in garbage cans or in biodegradable paper bags. NO PLASTIC BAGS. All should be out at the curb on Sunday nights. Do not call Borough Hall if you think you were missed. Depending on the amount of waste put at the curb, the speed of collection differs each week. Biodegradable bags can be purchased at the Health Department, $1.00 for 3 or $12.00 for a bundle of 50.

METAL & WHITE GOODS - All metal items, including appliances, are picked up on Thursday, by appointment only. Call 839-3000 ext 7100 by Tuesday to schedule a pick up. DO NOT put these items to the curb until Wednesday night.

TIRE RECYCLING - The garbage collectors will not pick up tires. A permit is required for tire pick up, for a fee, and may be obtained at the Borough Clerk's office. Tires are collected on the third Monday of the month after a permit is issued. This is a resident service only.

USED OIL - Used oil may be recycled at the Borough Garage located on First Ave, Haskell from 7:00 a.m. to 3:00 p.m. Monday thru Friday. Only pure oil is accepted. NO ANTI-FREEZE.

Wanaque Police Department is now on Facebook

The Wanaque Police Department recently started a Facebook Page in an effort to keep our residents informed in a timely manner. If you are interested and have a Facebook account please search for the Wanaque Police Department Page and become a fan. This does not give the department access to your Facebook personal information. It just allows you to view the page, which will be updated frequently with upcoming events and pertinent information.

MESSAGE FROM THE POLICE DESK...

Cell Phone Law

The Wanaque Police Department would like to remind all residents effective March 01, 2008 New Jersey Statute 39:4-97.3 made the use of wireless telephones and all electronic communication devices while operating a motor vehicle a primary offense. This means police officers can stop and issue a summons to anyone using a cell phone while operating a vehicle and not using a hands free device. This includes texting.

The Police Department has issued more than 800 summonses to date for this offense. An Officer only needs to observe the offense. Providing your cell records in court is not a defense as documented on some Internet sites. If you have any questions about this law please feel free to contact the Wanaque Police Department at 973-835-5600.

Parking on School Property
With the upcoming winter weather more and more parents drive their children to and from Wanaque and Haskell Elementary Schools. Please be aware the Wanaque Police Department regularly checks the parking lots and issues summons to vehicles that are illegally parked. Parking is limited so we recommend carpooling whenever possible or getting there earlier to obtain a legal spot. The No Parking areas are there to protect the children and are enforced. We regularly receive complaints from both parents and school officials regarding parking issues. Your assistance with this matter is greatly appreciated.

SNOW & ICE REMOVAL FROM SIDEWALKS: Wanaque Borough Ordinance Chapter 96 orders the removal of snow and ice from sidewalks by residents within 24 hours of the completion of a snowstorm. Please do your best to keep the sidewalks clear of debris snow and ice. Failure to do so can result in a summons. The Borough can then send workers to clear the sidewalk, which you will be billed for. Many children walk to and from school and we would like to keep the sidewalks safe for them to travel on. Thank you for your cooperation with this matter.

Winter Parking Ordinance DEC 1 - MARCH 1
The Police Department would like to remind all residents the Borough Snow Ordinance (BO: 108-4) extends from December 1st to March 1st with those dates included. Summonses are issued throughout that time regardless of weather. There is No Parking on any street within the Borough of Wanaque between the hours of 1AM and 6AM unless otherwise posted. Although the ordinance ends on March 1st the weather does not always comply. If we get a snowstorm after March 1st we request your cooperation in removing your vehicles from the roadway when possible. This allows the Borough DPW to plow wider streets allowing for safer and better traffic flow.

Snow / Ice Removal From Vehicles
Recently Governor Corzine signed into law NJSA 39:4-77.1, which will now create a new motor vehicle offense of operating a motor vehicle with accumulated snow or ice on the vehicle. This includes all areas of the vehicle, such as hood, trunk,
windows and windshield. New Jersey police are authorized under the new statute to stop motor vehicles with accumulated snow and ice that are being operated on a street or highway when the officer feels that the vehicle poses a danger to
persons or property. This non-point violation carries a daily fine between $25 and $75.


Computers & Electronics Equipment including Televisions can be recycled through Passaic County on two dates per year. Dates have not been scheduled yet for 2010.

On January 1st the Wanaque Borough Sewer Authority was taken over by the Borough government, and is now the Wanaque Sewer Dept.. This merger results in a savings of up to $130,000, and consolidates all of the sewer administrative operations at Borough Hall. Calls regarding any sewer issues can be made to 973-839-3000 ext. 7125/7127. Your quarterly sewer payment should be made to the “Wanaque Sewer Dept.” in the future. If you are using an online bill paying service, please make this change on your computer.

This year we are celebrating a big birthday, it's our
100th Anniversary. On June 12, 2010 we will be hosting the New Jersey State Exempt Firemen's' Convention at Lakeland High School. After the convention, we will be hosting a parade to celebrate our 100th anniversary. The parade will end at Addice Park where we will have bands, food, drink, and we will be selling our commemorative mugs and t-shirts. This is sure to be a great day and we invite everyone to come out and celebrate with us. More information will be out on this event soon.

Congratulations to Adolph J Crescente for 70 yrs of service! Adolph was given proclamations by the NJ State Fireman's Association, The NJ State Senate, The Passaic County Freeholders and the Wanaque Mayor and Council. Adolph joins the only other member to achieve seventy years of service, the late and missed Sammy Venezia.
This February, at our 100th Anniversary, Installation of Officers Dinner, we will be honoring Robert “Boots” Bailey for 50 years of service. Boots will join three other fire fighters with fifty or more years of service: Aldolph Crescente, Theodore Luciani, and Pat Spadaccini.
The Wanaque Borough Fire Department would like to congratulate and thank these fine men for their years of
contribution and service.

Recently the Police Department has been receiving an increasing number of reported thefts from vehicles. Items taken have been GPS units, Laptop Computers, other portable electronic equipment and money. All of these thefts occur from unlocked vehicles.

Please make sure to lock your vehicles doors and remove any
valuables. If you observe people acting suspiciously, please report it
immediately.
