Meeting called to order by Chairman Gilbert Foulon at 8:00 P.M. with a salute to the flag.

Open Public Meeting Announcement:
This is a Regular Meeting of the Wanaque Borough Planning
Board and adequate notice has been given and it has been duly advertised by the
placement of a notice in the Trends and the Herald & News, mailed on
January 18, 2002 and a notice thereof has been posted on the bulletin board in the
Municipal Building in the Borough of Wanaque and a copy thereof has been on
file with the Borough Clerk.

APPLICATION STATUS REPORT: Eng. Cristaldi said he
has one new application for a Minor Sub-division on Conklintown Road for the
December 19th Meeting.
NEW BUSINESS APPLICATION “Celestial Body” (Women’s Health & Fitness), 207 Ringwood Ave., Block 204 Lot 5. Owner of business is Christine Bizukiewicz and owner of building is Mounir Zikra.
Christine Bizukiewicz, 12 G Brookside Heights, Wanaque came forward.
Ms. Bizukiewicz explained to the Board this is a women’s
health and fitness center that includes a 30 minute hydraulic circuit work-out
and will be selling aroma therapy products. Chairman Foulon mentioned that
according to the Plumbing Inspector the bathroom was not complete. All other
inspections are in compliance.
MOTION TO APPROVE SUBJECT TO FINAL INSPECTION BY THE
BUILDING INSPECTOR: made by
Member Slater, seconded by Member Graceffo, voting yes were Chairman Foulon,
Members Graceffo, Platt, Slater and Verba.
Mr. Ronald Schiano, 22 Della Ave., Pompton Plains, N.J. came forward.
Mr. Schiano explained the business will be a photographic
lab and film developing and photo finishing. Chairman Foulon asked about any
hazardous chemicals being used on the site and Mr. Schiano said yes and he has
the necessary papers and Gregory White of the Wanaque Sewer Authority will be
reviewing the papers. Chairman Foulon asked if he needed a Waste Water Permit
for this business and Mr. Schiano said he is required to have a permit for the
disposing of the chemicals into the sewer that Gregory White will make the
decision on. Chairman Foulon said the Building Inspector’s report shows Mr.
Schiano will need an architect’s plan and building permits and Mr. Schiano said
he will take care of those after tonight’s meeting along with finalizing the
plumbing, electric etc. Chairman Foulon also mentioned the sewer/water
connection fees. The Board of Health Inspection is in compliance, the Plumbing
Inspection states that the heating, furnace and toilet are not working and Mr.
Schiano said the landlord is going to correct that. The Fire Prevention Bureau
also said several things had to be corrected and Mr. Schiano said that also
will be taken care of by the landlord.

AND ALSO SUBJECT TO APPROVAL BY THE REGIONAL SEWER AUTHORITY FOR THE WASTE
DISPOSAL: made by Member Graceffo, seconded by Member Platt, voting yes
were Chairman Foulon, Graceffo, Platt, Slater and Verba.
NEW BUSINESS APPLICATION “Subway” (Deli), 1076 Ringwood Ave., Block 435 Lot 16. Owner of business is the Hiraati, LLC., Jaymeen Trivedi will be managing the business and owners of the building are Theresa Kressaty & Louis Leichtweisz.
Bhavin Trivedi, 95 Yawpo Ave., Oakland, N.J. came forward.
Chairman Foulon said the applicant has submitted a floor plan for the business.
Chairman Foulon said the Building Inspector and the Board of Health noted
subject to submission of a plan and final inspections of the premises. The
Plumbing Inspector said Plumbing Permits are required for the renovation and
Mr. Trivedi said they just picked up the permit package today. The Building
Inspector noted he wants architect’s plans and appropriate building permits
have to be submitted in order to receive a
Certificate of
Occupancy. The Fire Prevention Bureau said they cannot inspect because
construction is being done. Chairman Foulon explained to Mr. Trivedi that
before he can get a CO he has to have all of the work done and all the
inspections approved.
MOTION TO APPROVE SUBJECT TO FINAL APPROVAL AND
ISSUANCE OF CERTIFICATE OF OCCUPANY BY THE BUILDING INSPECTOR: made by
Member Slater, seconded by Member Platt, voting yes were Chairman Foulon,
Members Graceffo, Platt, Slater and Verba.
CONCEPTUAL DISCUSSION: Sam Venezia owner of Venezia’s
Auto Supplies, 918 Ringwood Ave. is under contract for the sale of his
property. The potential buyer is requesting a Certificate of Occupancy. The property will be used for a landscaping
business and both buildings on the property will be used. Mr. Venezia is requesting to expedite any
necessary approvals from the Planning Board for an anticipated December 30th
closing on this property.
Mr. Venezia, 769 Ringwood Ave., Wanaque, N.J. came forward.
Chairman Foulon said the use is permitted and is in a
commercial area and doesn’t see a problem with it. Mr. Venezia said the
potential buyer is here tonight and if the Board wishes, they could speak with
the buyer. Ms. Adrian Vaas, 1056 Ramapo Valley Road, Mahway, N.J. potential
buyer came forward. Ms. Vaas explained the property is being purchased for the
operation of a landscape and excavating company that will take place at one of
the buildings and land at the 918 Ringwood Ave. address. Chairman Foulon asked
if there was going to be a retail business there and Ms. Vaas said yes and
there’s one there now and its a business zone. Chairman Foulon asked about the
equipment that will be stored and the applicant said there will be one tandem
dump truck, a smaller dump truck, trailer, a couple of bobcats and backhoe to
be stored in one of the buildings. Member Platt asked if any fuel would be
stored and they said no other than a 5 gal gas tank. Member Graceffo asked
about waste removal such as grass clippings and was told it is hauled away off
site. Member Slater asked about the freight trailers behind the building and
was told they will be removed.
Chairman Foulon said this is an informal approach and no
action will be taken tonight but the new buyer will have to apply for a New
Business Application.
APPLICATION #08-02 William Miller, Orchard Street, Block 467 Lot 1, Minor Subdivision to Correct Property Overlaps:
Attorney David Wigfield of Donnelly & Wigfield, 1615
Hamburg Tpke., Wayne, N.J. came forward on behalf of the applicant William
Miller. Atty. Wigfield explained that this is a pretty straight forward
application and if you refer to the map, you’ll see Lot 1, on the right hand
side of the map, and Lot 9, on the left hand side of the map. What happened is,
the owner of Lot 9 was under the impression that they owned the driveway and
the metal shed that is on the border of
the two properties and the Title Search revealed the fact
that the driveway and the metal shed are on Lot 1. Therefore, what has been
done is that there is an agreement between the property owners that if this
subdivision is approved, then the highlighted area on the map is going to be
carved off of Lot 1 and added to Lot 9.
Atty. Wigfield said they do need a variance because
existing Lot 9 is undersized so their changing that and actually will be less
undersized after this application but will still be under the 10,000 sq. ft.
area requirement.
Eng. Cristaldi said the only variances is that Lot 9 is
too small now, but your adding property to it and will be a little bit bigger.

Verba.
William Miller, owner of the property came forward and
said basically all he is trying to do is give the people next door their
driveway.
Ms. Julieta Rancapan, 145 Jackson St., came forward. Ms.
Rancapan wasn’t sure why she was notified. Atty. Wigfield told her she was only
notified because she lives within 200 ft. and this subdivision doesn’t affect
her.
