Meeting called to order by Mayor Dan Mahler with a salute
to the flag.

This is a Regular Meeting of the Wanaque Borough Planning
Board and adequate notice has been given and it has been duly advertised by the
placement of a notice in the Trends and the Herald News, mailed on January 22,
2007 and a notice thereof has been posted on the bulletin board in the
Municipal Building in the Borough of Wanaque and a copy thereof has been on
file with the Borough Clerk.

MOTION TO APPROVE: made by Member Di Meglio,
seconded by Member Platt, voting yes were Members Di Meglio, Mayor Mahler,
Platt and Shutte. Member O’Connell abstained.
COMMUNICATIONS/REPORTS:
Mayor Mahler mentioned the letter received from “Water’s
Edge at Wanaque” in which they stated they have decided to withdraw their
application. Atty. Veltri said he spoke with their attorney today and that is
still the status and the attorney was inquiring about their escrow account.
APPLICATION STATUS: Engineer Cristaldi reported no
new applications.
NEW BUSINESS APPLICATION: “Turning Point Dance Academy,
LLC” (Dance Studio), 1069 Ringwood Avenue, Suite 318, Block 430 Lots 1.03,
9-13, “Bald Eagle Urban Renewal at Wanaque” Town Centre. The developer and
owner of the project is Sal Falciglia,

NEW BUSINESS APPLICATION: “Sports Training/Physical
Therapy”, 1069 Ringwood Avenue, Suite 211, Block 430 Lots 1.03, 9-13, “Bald
Eagle Urban Renewal at Wanaque” Town Centre. The developer and owner of the
project is Sal Falciglia,
Maureen Wilhelm, owner of business came forward. Ms. Wilhelm said she is a Physical Therapist and will be providing out patient physical therapy services. Mostly orthopedic injuries such as ankle sprains, knee injuries, shoulder surgery, etc. They will be open Monday through Friday from 7:00 A.M. to 8:00 P.M. and opening with two (2) employees and a receptionist and at max there would eventually be three (3) physical therapists and an aide and receptionist.
Member Di Meglio asked Mr. Falciglia, who was sitting in the audience, when he thought the Town Centre would be opening and Mr. Falciglia said they are hoping by the middle of October and are in the process of getting their final inspections done and the Grand Opening is scheduled for October 6th.

NEW BUSINESS APPLICATION: “Evolution Health &
Fitness, LLC” (Health Club), 1069 Ringwood Avenue, Suite 301, Block 430 Lots
1.03, 9-13, “Bald Eagle Urban Renewal at Wanaque” Town Centre. The developer
and owner of the project is Sal Falciglia,
Dana Chapman, owner of the business came forward. Ms. Chapman said the business would be a co-ed fitness facility. It will have group exercise, personal training, child-care and juice bar for the customers. Hours of operation will be from 5:00 A.M. to 10:00 P.M. Monday through Thursday, 5:00 A.M. to 9:00 P.M. on Friday and open on the weekends from 7:00 A.M. to 5:00 P.M. There will be approximately five (5) full time employees and up to 20 part-time. There will be weight training equipment as well as cardio equipment.

NEW BUSINESS APPLICATION: “Ultimate Expressions”
(Photography Studio), 1069 Ringwood Avenue, Suite 312, Bock 430 Lots 1.03,
9-13, “Bald Eagle Urban Renewal at Wanaque” Town Centre. The developer and
owner of the project is Sal Falciglia,
Lori Flores, owner of the business came forward. Ms. Flores explained she would be doing family, pet and baby portraits and including commercial photography and Weddings. Ms. Flores is the only employee.

NEW BUSINESS APPLICATION: “Aki’s Discount & Dollar
Store”,
Nezla Kabakci, owner of the building and business came forward. There will be a variety of merchandise such as clothing, shoes, domestics, house-wares and everything will be a dollar and up. There will also be health, beauty things, furniture and items that you would see in a dollar store. Atty. Veltri mentioned to Ms. Kabakci that there is a note from one of the inspector’s that he wanted to see architectural plans. Ms. Kabakci said the architect did talk to the Building Inspector, Mr. Brusco, and the architect was told that the plans weren’t necessary for the meeting tonight. Atty. Veltri explained the Board is going to make the approval subject to those plans being received and reviewed. Atty. Veltri went on to say that a CO won’t be issued until the plans are submitted to the Building Inspector and if they are not in compliance the Board will call Ms. Kabakci back in. Mayor Mahler mentioned that the town is considering a redevelopment zone for that area.

NEW BUSINESS APPLICATION: “
Ms. Tieluszecka’s two daughters’ came forward to represent her since she was on a business trip. They explained they are opening up a second location for a health and body detox and they do have one currently in Wallington and it has been opened for over a year. They are interested in opening up a body/detox and energy rejuvenation spa that will offer
the public a safe, natural and
convenient treatment that will help cleanse their bodies of pollutants and
toxins that you are exposed to on a daily basis. It’s a machine that you sit on
and put your feet in a bucket of water and through cellular energy it increases
the body’s natural ability to fight toxins. There will be three (3) employees,
two owners and a part-timer. The machine they will be using,
is used by physical therapists and doctors and there are only 200 locations in
No massages will be taking place and each of the customers will be treated with the detox machine that is attached to a massage chair. The black water that comes out after the treatment is placed in a container with a plastic cover then disposed of by just flushing it out. You do not have to be licensed to run the machine and the instructions are simple.
Mayor Mahler mentioned to the applicants that this block is in the redevelopment zone and that its possible in time that this location may not be available.
MOTION TO APPROVE AND SUBJECT TO AND CONTINGENT UPON ALL THE STIPULATIONS AND REPRESENTATIONS THAT WERE HEARD TONIGHT BEING TRUE: made by Member O’Connell, seconded by Member Di Meglio, voting yes were Members Di Meglio, Mayor Mahler, Platt, O’Connell and Shutte.

Mayor Mahler mentioned that a committee was formed to look into Zoning Ordinances. There will be three representatives from the Council that include Councilman O’Connell, Councilman Fiorito and Councilman Pettet, along with Building Inspector Jeff Brusco, Tom Carroll and two representatives, one from the Planning Board and one from the Board of Adjustment. They designated Chairman Foulon or his appointee and one alternate. They will have to talk to Chairman Foulon to see if he wants to serve on it and if not he will be looking for volunteers and if anyone is interested let Mayor Mahler or Chairman Foulon know. The first meeting is scheduled for mid October.
The other item is that the Board of Adjustment came up with a new application process and Mayor Mahler has asked Atty. Veltri to take a look at it and Mayor Mahler wants everyone to read through it and be prepared to discuss it at the October Meeting.
