Regular Meeting

February 21, 2008

 

Meeting called to order by Chairman Foulon with a salute to the flag.

READING:  Open Public Meeting Announcement

This is a Regular Meeting of the Wanaque Borough Planning Board and adequate notice has been given and it has been duly advertised by the placement of a notice in the Trends and the Herald News, mailed on January 18, 2008 and a notice thereof has been posted on the bulletin board in the Municipal Building in the Borough of Wanaque and a copy thereof has been on file with the Borough Clerk.

 

MINUTES:  from the January 17, 2008 Meeting.

 

MOTION TO APPROVE:  made by Member Platt, seconded by Member Shutte, voting yes were Chairman Foulon, Mayor Mahler, Members Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.  Member Di Meglio abstained.

 

COMMUNICATIONS/REPORTS:  Chairman Foulon told the members that he was given a copy of the new proposed ordinances. The Board Secretary told Chairman Foulon that the Borough Administrator, Tom Carroll wanted Chairman Foulon to know that tomorrow (Friday, February 22nd ) he’s going to sit down with her and Jeff Brusco and go over the new application.

 

APPLICATION STATUS: Eng. Cristaldi said the Board might have Arrow Metals come next month before the Board for some renovations on their buildings. Mayor Mahler said there will be an administrative office building and it was suggested to Arrow that it be in the front of the parking lot on Ringwood Avenue and put the trucks in the back.

 

NEW BUSINESS APPLICATION: “Mike A. Benetatos, OD, LLC” (Eye Doctor), 1069 Ringwood Ave., Suite #106, Block 430 Lots 1.03, 9-13, “Bald Eagle Urban Renewal at Wanaque” Town Centre. The developer and owner of the project is Sal Falciglia, 170 Cahill Cross Rd., #311, West Milford, N.J. The owner of the business is Dr. Mike A. Benetatos, 8 Kraft Place, Ringwood, N.J. 07456.

Dr. Benetatos came forward and told the Board he grew up in Ringwood and practices both in New Jersey, New York and several other states. His practice provides eye exams and eyeglasses.

All inspections are in compliance.

 

MOTION TO APPROVE: made by Member Rucci, seconded by Member Graceffo, voting yes were Chairman Foulon, Members Di Meglio, Mayor Mahler, Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.

 

NEW BUSINESS APPLICATION: “North Jersey Voice Speech & Swallow Center” (Speech Therapy), 1069 Ringwood Ave., Suite 311, Block 430 Lots 1.03, 9-13, “Bald Eagle Urban Renewal at Wanaque” Town Center. The developer and owner of the project is Sal Falciglia, 170 Cahill Cross Rd., #311, West Milford, N.J. The owner of the business is Danielle Falciglia, 329 Midland Ct., West New York, N.J.

Ms. Falciglia came forward and told the Board she is a speech pathologist and this is a part-time job because her full time job is in New York at N.Y.U. Medical Center. She will be seeing patients primarily on evenings and weekends. All inspections are in compliance.

 

MOTION TO APPROVE: made by Member Graceffo, seconded by Member Di Meglio, voting yes were Chairman Foulon, Members Di Meglio, Mayor Mahler, Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.

 

NEW BUSINESS APPLICATION: “Branded Marketing” (Telemarketing), 1069 Ringwood Ave., Suite #202, Block 430 Lots 1.03, 9-13, “Bald Eagle Urban Renewal at Wanaque” Town Centre. The developer and owner of the project is Sal Falciglia, 170 Cahill Cross Rd., #311, West Milford, N.J. The owner of the business is Richard Jackowitz, 101 Cedar Lane, Teaneck, N.J. 07666.

Mr. Jackowitz, President of “Branded Marketing” came forward. Mr. Jackowitz explained that the business is a financial services company and will be coming out with a Master Card next month to distribute within the New York/New Jersey area initially and then hopefully to go nationwide. There will be no retail presence at all, just a corporate office

All inspections are in compliance.

 

MOTION TO APPROVE: made by Member Di Meglio, seconded by Member Graceffo, voting yes were Chairman Foulon, Members Di Meglio, Mayor Mahler, Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.

 

NEW BUSINESS APPLICATION: “The Lantern” Char-Broil Grill, (formerly Falls View Grill) 1138 Ringwood Ave., Block 449 Lot 1. The owner of the property is McEntee Investments, 1123 Rt. 23 S., Wayne, N.J. The owner of the business is Apostolos Apostolou, Managing Member & President of Skana, LLC.

Mr. Apostolou came forward and apologized for missing last month’s meeting. Mr. Apostolou is the new owner of the formerly “Falls View Grill”. Just a few items will be changed on the menu. All inspections are in compliance.

 

MOTION TO APPROVE: made by Member Shutte, seconded by Member Platt, voting yes were Chairman Foulon, Members Di Meglio, Mayor Mahler, Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.

 

NEW BUSINESS APPLICATION: “Community Communications” (Electronics Sales & Service), 671 Ringwood Ave., Block 243 Lot 6. The owner of the property is Rose Mastrincola, 23 Eastside Ave., Wanaque, N.J. The owner of the business is David Eisenberg, 4 Dolores Drive, Ringwood, N.J. 07456.

Mr. Eisenberg came forward and explained he’s been in business for 35 years; located in Fair Lawn for the last 33 years. He’s planning on downsizing and moving closer to home where he’s been a Ringwood resident for close to 30 years. The business repairs and sells electronic equipment and computers. Chairman Foulon mentioned one room is still under construction and will be re-inspected. Mr. Eisenberg said he’s done constructing and is expecting to be done with inspections on Monday.

 

MOTION TO APPROVE: made by Member Graceffo, seconded by Member O’Connell, voting yes were Chairman Foulon, Members Di Meglio, Mayor Mahler, Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.

 

NEW BUSINESS APPLICATION: “Secrets Salon & Day Spa” (Hair, Nails & Skin Salon), 1149 Ringwood Ave., Block 436 Lot 10. The owner of property is William Palatucci, 123 Washington Street, Westfield, N.J. 07090. Owner of business is Carolyn Coombs, 49 Woodland Drive, Vernon, N.J. 07462.

Ms. Coombs came forward and explained they will be doing hair, skin and nails. Chairman Foulon asked what does skin involve? Ms. Coombs said skin and facials and presented a menu to the Board to see what she will be offering. Ms. Coombs told the Board she’s been in the business for 19 years and was born and raised in Haskell.

Chairman Foulon stepped down from this application because of a conflict of interest. Vice Chairman Graceffo took over at this point. Member Rucci mentioned he was in the building at 1149 Ringwood Ave. prior to this application when the old establishment was moving out and he noticed in the back the plumbing leaks from the second floor down. Ms. Coombs’ husband said that someone was there today fixing that problem.

All of the inspections were not completed as of today because the application only came in this week and the Board Secretary added them to the Agenda.

 

MOTION TO APPROVE PENDING THE APPROVALS OF THE PROPER INSPECTIONS: made by Member Rucci, seconded by Member Platt, voting yes were Members Di Meglio, Mayor Mahler, Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.

 

VOUCHERS:  submitted by Richard A. Alaimo Engineering Invoice #038899 Project #P0495-0000-000 Meeting Attendance for $185.00.

 

MOTION TO APPROVE: made by Member Shutte, seconded by Member O’Connell, voting yes were Chairman Foulon, Members Di Meglio, Mayor Mahler, Graceffo, Platt, Rucci, Verba, O’Connell and Shutte.
