A Regular Meeting of the Mayor and Council of the Borough of Wanaque was held on Monday, October 4, 2010, at 8:10 P.M. in the Wanaque Municipal Building.The Mayor called the meeting to order.
On roll call, the following Council Members responded: Balunis, Cisco, Cortellessa, and Pasquariello. Councilmen Pettet and Theoharous were absent. The Mayor declared a quorum. The Borough Attorney and Borough Engineer were present.
The Mayor read the following Sunshine Statement: This is a Regular meeting of the Mayor and Council and adequate notice thereof has been given by advertising the date, time and place of the Business meeting in the Suburban Trends and the Herald News newspapers and was e-mailed to these papers on January 6, 2010, and a notice thereof has been posted on January 6, 2010 on the bulletin board in the Wanaque Municipal Building, 579 Ringwood Avenue, Wanaque, New Jersey and a copy thereof has been on file in the office of the Municipal Clerk.MINUTES:

On entertainment of the Mayor, Councilmen Pasquariello and Cortellessa moved a motion to approve the aforementioned Minutes.
On roll call, all voted yes except Councilwoman Cisco who abstained and the Mayor declared the motion carried.ORDINANCES:

Re: Amend 2010 Salary OrdinanceOn entertainment of the Mayor, Councilmen Pasquariello and Balunis moved a motion that Ordinance #15-0-10 be taken from the table and read by the Clerk, by title only, for consideration of final reading.
On roll call, all voted yes and the Mayor declared the motion carried.

On roll call, all voted yes, and the Mayor declared the motion carried.The Clerk took from the table and read by title only as follows: BOND ORDINANCE PROVIDING FOR THE ACQUISITION OF NEW AND ADDITIONAL VEHICLULAR EQUIPMENT BY THE BOROUGH OF WANAQUE, IN THE COUNTY OF PASSAIC, NEW JERSEY, APPROPRIATING $210,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $168,000 BONDS OR NOTES OF THE BOROUGH FOR FINANCING SUCH APPROPRIATION

Dave DaSilva, 108 Monroe Street, Haskell said were these vehicles used last year.
Councilman Cortellessa said one was not, one was and one broke down last year and the situation with the vehicles are not safe.
Dave DaSilva said when were they used last.
Councilman Cortellessa said before I came on the Council at least three years.
The Borough Administrator said they were used as spares if the current ones broke down.
Councilman Cortellessa said to get them running is five thousand dollars and the rust is really bad.
Dave DaSilva said the decision to buy three at once now is a concern and they should be spread out over three years.
The Mayor said the existing vehicles take a beating during storms.
Dave DaSilva said the people were not being served properly last year.
The Borough Administrator said the area was not taken care of due to the truck situation. If a part is not available they need to switch trucks and areas would not get plowed.
Councilwoman Cisco said there is an area of Stafford Drive with an icing condition.
Councilman Cortellessa said I am comfortable with the decision on purchasing three trucks.
Dave DaSilva said I agree they need to be replaced and the ability to spread them out over time would be better. How many plow trucks do we have.
The Borough Administrator said seven.
Dave DaSilva said how many salt spreaders are there.
The Borough Administrator said six.
Dave DaSilva said have we ever purchased this many vehicles.
The Borough Administrator said yes we purchased two vehicles.
Dave DaSilva said for the Road Department.
The Borough Administrator said yes.

Dave DaSilva, 108 Monroe Street, Haskell said the redevelopment pilot payment check did it go to anyone.
The Borough Administrator said yes to Mr. Falciglia.
Dave DaSilva said how much is left of the original Ordinance.
The Borough Administrator said eighty to ninety thousand dollars is left.
Dave DaSilva said what is the status of the restriping on Doty Road.
The Borough Administrator said the contractor did just the yellow and white lines.
Dave DaSilva said can I get a copy of what you submitted to the State for the best practices checklist.
The Borough Administrator said yes.

Re: 2011 A.W.A.R.E. A.S.A.P. Grant ApplicationWHEREAS, the Borough Council of the Borough of Wanaque, County of Passaic, State of New Jersey recognizes that the abuse of alcohol and drugs is a serious problem in our society amongst persons of all ages; and
WHEREAS, the Borough Council further recognizes that it is incumbent upon not only public officials but upon the entire community to take action to prevent such abuses in our community; and
WHEREAS, the Borough Council has applied for funding to the Governor’s Council on Alcoholism and Drug Abuse through the County of Passaic;
NOW, THEREFORE, BE IT RESOLVED by the Borough of Wanaque, County of Passaic, State of New Jersey hereby recognizes the following:1. The Borough Council does hereby authorize submission of an application for the A.W.A.R.E. A.S.A.P. Municipal Alliance grant for calendar year 2011 in the amount of $50,326.00.
2. The Borough Council acknowledges the terms and conditions for

Re: Revaluation.On entertainment of the Mayor, Councilman Cortellessa and Councilwoman Cisco moved that,
WHEREAS, the Mayor and Council of the Borough of Wanaque have met with the Municipal Assessor to discuss valuations throughout the Borough; and
WHEREAS, the Governing Body has determined that the change in the real estate market, the need to update tax assessment data and information and the length of time since the last revaluation in 1988 is a basis to enter into a Consent Order with Passaic County Board of Taxation for a Borough wide revaluation; and
WHEREAS, the Municipal Assessor is of the opinion that in fact the Borough should proceed with a revaluation for the tax year 2013;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Wanaque as follows:1. The Borough Attorney is hereby authorized to execute a Consent Order with the Passaic County Board of Taxation on behalf of the Borough of Wanaque for a Borough-wide revaluation for the tax year 2013.
2. A copy of this Resolution shall be forwarded to the Passaic County Board of Taxation and the Municipal Assessor shall undertake whatever actions are necessary to set forth the appropriate steps necessary to effectuate a revaluation of the Borough for 2013.This Resolution shall take effect immediately.

CLOSED SESSION:
Re: Litigation / Negotiation / PersonnelOn entertainment of the Mayor, Councilmen Pettet and Cortellessa moved that,
WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975, (N.J.S.A. 10:4-1) permits the exclusion of the public from a meeting in certain circumstances; and
WHEREAS, This public Body is of the opinion that such circumstances presently exist;
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Wanaque, County of Passaic, State of New Jersey, as follows:
1. The public shall be excluded from discussion of action upon the hereinafter specified subject matter.
2. The general nature of the subject matter to be discussed is as follows:
1) Personnel.
3. The Mayor and Council shall release and disclose to the general public the
discussion and actions taken on the subject matter of the above mentioned closed session when the reasons for discussing and acting on the matter in closed session no longer exist, but no later than one month of the Mayor and Council arriving at a final decision on the specified subject matter.On roll call, all voted yes, and the Mayor declared the motion carried.
The Mayor said we’ll take a two minute break. – 8:35 P.M.
RECONVENEMENT:On entertainment of the Mayor, Councilman Pasquariello and Councilwoman Cisco moved a motion to reconvene.
On roll call, all were present.
ADJOURNMENT:On entertainment of the Mayor, Councilmen Pasquariello and Pettet moved a motion to adjourn the meeting.
On roll call, all voted yes, and the Mayor declared the motion carried; meeting adjourned at 8:50 P.M.
