MINUTES
Special Meeting
November 29, 2010A Special Meeting of the Mayor and Council of the Borough of Wanaque was held on Monday, November 29, 2010 at 7:00 P.M. in the Wanaque Municipal Building.
The Mayor called the meeting to order with the flag salute.
ROLL CALL:
On roll call, the following Council Members responded: Balunis, Cisco, Cortellessa, Pettet and Theoharous. Councilman Pasquariello was absent. The Borough Attorney and Borough Engineer were also absent. The Mayor declared a quorum.
The Mayor read the following Sunshine Statement: Adequate notice of this meeting has been provided by the Mayor and Council by e-mailing notice of this meeting to the Suburban Trends and the Herald News newspapers on November 22, 2010 stating therein that this meeting would be held on Monday, November 29, 2010 at the time of 7:00 P.M., in the Wanaque Municipal Building, 579 Ringwood Avenue, Wanaque, New Jersey, and a copy of this notice was posted on the bulletin board in the Wanaque Municipal Building on November 22, 2010, and a copy is on file in the office of the Municipal Clerk.
ORDINANCE #21-0-10:
Re: Authorizing a Special Emergency Appropriation N.J.S. 40A:4-54On entertainment of the Mayor, Councilmen Theoharous and Balunis moved that Ordinance #21-0-10 be taken from the table and read by the Clerk, by title only, for consideration of first reading
On roll call, all voted yes and the Mayor declared the motion carried.The Clerk took from the table and read by title only as follows: AN ORDINANCE AUTHORIZING A SPECIAL EMERGENCY APPROPRIATION N.J.S. 40A:4-54.
On entertainment of the Mayor, Councilmen Theoharous and Balunis moved that,
AN ORDINANCE AUTHORIZING A SPECIAL EMERGENCY APPRORIATION N.J.S. 40A:4-54 pass first reading, and that said Ordinance be further considered for final passage and adoption at a meeting of the Borough Council to be held on the 13th day of December 2010, at the Municipal Building in the Borough of Wanaque at 8:00 P.M., and that at such time and place all persons interested be given an opportunity to be heard concerning said Ordinance; and
BE IT FURTHER RESOLVED that the Borough Clerk be instructed to publish in the manner provided by law a copy of said Ordinance, together with introduction thereof and notice when same will be considered for final passage and adoption.On roll call, all voted yes and the Mayor declared the motion carried.

PUBLIC DISCUSSION:
The Mayor opened the Public Discussion.
Sandy Lawson, 28 Haskell Avenue, Haskell what is the advantage or benefit of doing it now instead of waiting.
The Mayor said if we wait any appeals filed the town has to pay.
Sandy Lawson said what is the cost for the revaluation.
The Mayor said three hundred seventy five thousand dollars.
Sandy Lawson said if we did not do the revaluation now what is the cost.
The Borough Administrator said it depends on the amount of tax appeals and it is more imbalanced and unfair.
Sandy Lawson said I understood if the County requires the revaluation to be done they pay for it.
The Borough Administrator said no we pay either way whether we request it or they request it.
Councilman Pettet said the comparable values may vary more.
Sandy Lawson said will some people see large increases and some see lower increases.
The Borough Administrator said some will see twenty percent increase, some will see twenty percent decrease and the balance will be sixty percent.
Sandy Lawson said where will the increases be in which neighborhoods.
The Borough Administrator said it will vary throughout the town.Grace Maiello, 26 Rhinesmith Avenue, Wanaque said is there a particular format for the revaluation.
The Borough Administrator said the Tax Assessor, Mr. Townsend will make sure it is done professionally and will find improvements made but not assessed over the last twenty years.The Mayor closed the Public Discussion.
ADJOURNMENT:On entertainment of the Mayor, Councilmen Pettet and Cortellessa moved a motion to adjourn the meeting.
On roll call, all voted yes, and the Mayor declared the motion carried; meeting adjourned at 7:10 P.M.
