A Regular Meeting of the Mayor and Council of the Borough of Wanaque was held on Monday, December 12, 2005, at 8:05 P.M. in the Wanaque Municipal Building.

 

The Mayor called the meeting to order.

 

            On roll call, the following Council Members responded: Mahler, Pasquariello, Pettet, Theoharous.  Councilman O’Connell was absent.  The Mayor declared a quorum.  The Borough Attorney Anthony Fiorello and the Borough Engineer Michael Cristaldi were present.

 

The Mayor read the following Sunshine Statement: This is a Regular Meeting of the Mayor and Council and adequate notice thereof has been given by advertising the dates, time and place of the Regular meetings in the Suburban Trends and the Herald News newspapers and was e-mailed to these papers on January 3, 2005, and a notice thereof has been posted on January 3, 2005 on the bulletin board in the Wanaque Municipal Building, 579 Ringwood Avenue, Wanaque, New Jersey and a copy thereof has been on file in the office of the Municipal Clerk.

 

MINUTES:

 

Regular Meeting of November 14, 2005.

 

On entertainment of the Mayor, Councilmen Mahler and Theoharous moved a motion to approve the aforementioned Minutes.

On roll call, all voted yes, and the Mayor declared the motion carried.

 

APPEARANCE:  Adalgisa Gazzillo – Wanaque Manor – Liquor License

 

            The Borough Attorney explained the status with regard to the Liquor License.

 

            Adalgisa Gazzillo stated the business will be opening within sixty (60) days.

            Benjamin Guinta, Brother of Adalgisa Gazzillo stated the building needs some work to be done and needs the certificate of occupancy from the Building Inspector.

            Discussion followed.

            The Borough Attorney said you must appear at the next meeting to be held on January 9, 2006 at 8:00 P.M. with the date the business will be opening.

     Re:  Bond Ordinance – Whistler Place Reconstruction

 

            On entertainment of the Mayor, Councilmen Mahler and Pasquariello moved a motion that Ordinance #24-0-05 be taken from the table and read by the Clerk, by title only, for consideration of final reading.

BE IT RESOLVED that an Ordinance entitled:  BOND ORDINANCE PROVIDING FOR THE IMPROVEMENT OF WHISTLER PLACE IN AND BY THE BOROUGH OF WANAQUE, IN THE COUNTY OF PASSAIC, NEW JERSEY, APPROPRIATING $436,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $167,400 BONDS OR NOTES OF THE BOROUGH FOR FINANCING SUCH APPROPRIATION pass final reading and that said Ordinance be adopted as an Ordinance of the Borough of Wanaque; and

James Affinito, 9 Whistler Place, Haskell asked if the whole roadway is going to be done.

The Borough Administrator said yes and explained what is going to be done.

            The Borough Administrator explained Ordinance #31-0-05 and the Police Chief spoke about the Ordinance and gave the reason and history for the Ordinance.

Bruce Zeman, 74 Molinari Drive, Wanaque thanked the Mayor and Council for adopting the Ordinance and special thanks to the late Mayor Warren Hagstrom for putting the Ordinance in place.  Wanaque is a national model featured for a place to live for both people and animals.

PUBLIC DISCUSSION:

 

            The Mayor opened the Public Discussion.

 

            Lori Bull, 14 Prospect Street, Wanaque said the applicant for the Liquor License did not give the name and address for the record.

            The Borough Attorney said they did state their names and who they are when they first came up.

 

            Grace Maiello, 26 Rhinesmith Avenue, Wanaque asked what are the costs on the Bond Ordinance Summary for.

            The Borough Administrator said they are for the Engineer costs and Professional costs.

            Grace Maiello asked about item 13.2 on the agenda to explain the Resolution.

            The Borough Administrator explained that is a grant for Greenwood Avenue to be redone.

 

            Bruce Lyons, 84 Burnside Place, Haskell asked if the School Referendum passes how much are taxes going up.

            The Borough Administrator said approximately three hundred and forty one dollars.

            Bruce Lyons asked about the schools not getting along.

            The Borough Administrator said the regionalization of the schools should be discussed with the Board of Education.

            WHEREAS, the County of Passaic has awarded bids to the following vendors, whom have extended their contract to participating municipalities:

            NOW, THEREFORE, BE IT RESOLVED that the Mayor and Borough Council be and hereby authorized and directed to execute a subsidiary contract for the purchase of Rock Salt to International Salt, Clarks Summit PA at a delivered price of $41.85 per ton; and with Peters Chemical Company, P.O. Box 193, Hawthorne, N.J. 07507 at a price of $1.05 per gallon of Liquid Calcium Chloride; and

            BE IT FURTHER RESOLVED that the Chief Financial Officer has certified that funds are available in account 5-CU-01-132-247 up to budgeted amounts.

            The Borough Engineer reported the roof on the Wanaque First Aid Squad is almost finished and Decker Road is also almost finished.

 

   Attorney:

 

            The Borough Attorney said I have no report.    

 

   Administrator:

 

            The Borough Administrator reported we have been through the first two or three snow storms.  We are tight on trucks and the price of rock salt has gone up.  We need salt for the roads and we really can’t use less.  Pulte is getting close to the first closings maybe by the end of the year.  The buildings are beautiful.

            BE IT RESOLVED that a contract be awarded to Winner Ford, 250 Haddonfield-Berlin Road, Cherry Hill, N.J. 08034 for the purchase of two (2) 2006 Ford Crown Victoria vehicles at a base price of $20,790.13 each plus $1,855 each for the extended warranty; and

BE IT FURTHER RESOLVED that the Chief Financial Officer has certified that funds are available in budget account 5-CU-01-142-261.

BE IT RESOLVED that payment be made to John Garcia Construction Co., Inc. for Decker Road Reconstruction approving Change Order No. 3 (additional $18,275.20) and approving Current Estimate No. 2 in the amount of $118,304.82.

     Re:  Change Order No. 1 for EMS Roof Repair in the amount of $87,533.60
