Council of the Borough of Wanaque was held on Monday, January 2, 2006, at 12:00
P.M. in the Wanaque Municipal Building.
The Mayor called the
meeting to order with the flag salute.

Statement: Adequate notice of this
meeting has been provided by the Mayor and Council by e-mailing notice of this
meeting to the Suburban Trends and the News newspapers on November 21, 2005
stating therein that this meeting would be held on Monday, January 2, 2006 at
the time of 12:00 P.M., in the Wanaque Municipal Building, 579 Ringwood Avenue,
Wanaque, New Jersey, and a copy of this notice was posted on the bulletin board
in the Wanaque Municipal Building on November 21, 2005 and a copy is on file in
the office of the Municipal Clerk.

MAYOR'S ADDRESS:
I would like to wish everyone a happy and
healthy New Year and welcome you to our annual reorganization meeting. We begin 2006 looking forward to completing
a vision that began with a man I admired greatly who sat in this seat for
fifteen years. The influence Warren
Hagstrom had on each one of us personally, and upon the community, will be felt
for many years to come. Many of the
projects and lofty goals originating from these chambers are now finally coming
to fruition. But Warren would not want
us to sit on our laurels, looking at what we have accomplished and continue to
mourn his passing. He would want us to
continue to move forward and finish what he started, and that is exactly what
we will do. That is my goal for
2006.
I’m sure everyone is relieved that Phase II
of the Ringwood Ave reconstruction has finally been completed. I sincerely wish to thank all our
residents and business owners for their patience and understanding throughout
the road construction phase of the Town Center project. I especially want to thank our resident’s
whose neighborhoods were disrupted by traffic and detours. We will continue to work with the Passaic
County Freeholders to improve the road and sidewalks up to the Ringwood border. We all need a break from the road
construction, but we cannot lose sight of the need to finish the job on
Ringwood Avenue.
Although the reconstruction of Ringwood Ave.
in Haskell is done, the renaissance of Ringwood Avenue and Wanaque Borough is
just beginning. Last year, the Council
created a re-development zone to facilitate future improvements to the business
district and surrounding area. At next
week’s meeting, the Council will be naming a redeveloper for Ringwood Avenue
north of the gazebo. Our plan is to have all the buildings up to Lakeland Auto
Parts demolished and replaced with commercial development consisting of retail,
restaurant and office space, complete with off street parking. As we proceed with this project, we will
begin looking at a redevelopment plan for the properties south of Doty Road on
Ringwood Avenue. As these projects
become reality, Ringwood Avenue will have come full circle; from an old main
street in dire need of rejuvenation, to a new and revitalized main street,
ready to flourish as the center of a thriving community.
Two months ago, the new Super Stop & Shop
celebrated its grand opening. Several
of our residents are now employed there.
We also expect construction to begin this year for a Holiday Inn
Express, to be located on Union Avenue next to the Burger King. These new businesses, along with an infusion
of new businesses on Ringwood Ave., will not only provide jobs for our
residents, they will add more positive ratables to the tax rolls and provide us
with more local choices for goods and services.
Several road improvements are planned in
2006. While they may result in detours
and inconvenience, we are continuing to improve our community. In 2006 we will be finishing Decker Road,
and starting the reconstruction of Whistler Place and a portion of Bergen
Avenue. Over $630,000 in State
Transportation Trust Fund grant money has been received for these
projects. We also have applied to the
state for a grant to reconstruct Greenwood Avenue and we are planning on
repaving a number of other streets throughout the Borough this year.
One major concern for residents and this
governing body is property taxes. New
Jersey’s property tax system was the predominant issue in last year’s
Governor’s race, and for good reason.
New Jersey’s over-reliance on property taxes to fund our local
municipalities and schools has been well documented. Many Municipalities, including the Borough of Wanaque, have urged
our state legislator’s to act on property tax reform, either in the form of a
Constitutional Convention or in a more direct fashion by our State
Legislature. Under Mayor Hagstrom’s
leadership, this Council refused to stand by idly waiting for tax reform to
take place. We have done everything in
our power to keep taxes down. We have
aggressively pursued every County, State and Federal grant funding available to
us. We have achieved cost savings for
the borough through the use of shared services with our schools and other
municipalities. We have utilized our
borough workforce in the most cost efficient manner possible while maintaining
a high level of services. We’ve also
tried to add the types of tax ratables that would benefit our taxpayers by not
driving up school taxes. The Wanaque
Reserve Adult Community does precisely that, and will provide our town with the
property tax stabilization that Mayor Hagstrom and this Council had sought for
so long. We are now welcoming the first
new residents of Wanaque Reserve. I
look forward to meeting our new friends and encourage them to become involved
in our community.
We are still working on the 2006 budget and
we are seeing substantial increases to health and pension benefit costs, which
by themselves are enough to cause a four point tax increase. However, I am pleased to announce, there
will not be any increase to the
municipal portion of your property tax bill in 2006. The added tax ratables and fees paid by Pulte are absorbing all of our increased costs for 2006.
This is a tremendous benefit for our residents and bodes well for the
future. But make no mistake; this
year’s budget is a turning point for
the borough of Wanaque. Metaphorically
speaking, we are putting the brakes on municipal property taxes and are about
to turn the corner. We have pulled ourselves
up by the bootstraps and are now standing on solid ground, and that is good
news.
We also made great strides last year in the
area of Open Space Preservation. A
total of 151 acres were spared from development in our town. An area known as the Gallo Tract, consisting
of 125 acres of forest located near Townsend Road, in close proximity of the
Wanaque Reservoir was preserved as Open Space.
In Haskell, having the Candle Factory developed into an active adult
community enabled us to preserve 26 acres of wooded steep sloped property near Back
Beach Park that is a buffer for Route 287.
Had the Borough not acted to preserve this land, 86 Townhouses would
have been built off Jefferson Street and the Boulevard. We accomplished this by selling the sewer capacity
on this property to the Candle Factory developers and through the acquisition
of open space grants.
I would like to take this opportunity to
thank all our Borough employees and professionals for their hard work and
dedication throughout the year. I want
to thank our Police Department for the outstanding job they do. I also want to thank our Borough
Administrator, Tom Carroll, for making the transition process as seamless as
possible for myself and the Council.
One thing that makes Wanaque such a great
town, are its dedicated groups of volunteers.
The members of our Fire Department and First Aid Squad are the unsung
heroes. They devote a tremendous amount
of time in training and responding to life threatening emergencies. I also want to thank the men and women
serving on the Boards of Education,
Scouting and Recreation programs, PTA and the many other town boards,
commissions and civic organizations.
I’ve always firmly believed, our volunteers are the backbone of our town
and the volunteer ethic and community spirit existing in the Borough of Wanaque
has always been second to none.
I would like to congratulate Councilman Don
Pasquariello on his re-election and Rob Pettet on his election to the
Council. I also want to welcome Joe
Fiorito to the Council. I know these
three men are committed to doing what’s right for our residents.
I want to thank my wife Cindy, and my
children, Bridget, Tommy and Dakota. I
would never be able to do this job without their love and support.
I also would like to call everyone’s
attention to the Wall of Honor we have dedicated in the hallway outside these
chambers and on the borough website. On
it, you will see just a few of the young men and women from our town currently
serving our country in Iraq, Afghanistan and other outposts all over the
world. I ask that you keep them in your
prayers. Pray for their safe return and
for their family’s piece of mind and when they come home, give them a big hug
and tell them how proud you are of them and how grateful you are for their
service to our country.
In closing, I would like to call your
attention to ordinance # 01-0-06.
Today, we are introducing an ordinance changing the name of Highland
Avenue to “Warren Hagstrom Boulevard.”
Although Warren will not see the completion of Wanaque Reserve, the
residents will forever know of him, and as they learn of his commitment to
Wanaque, honor him every time they write or mention “Warren Hagstrom
Boulevard”. Thank you for coming, and

“I would like
to thank the Mayor and Council for considering me and voting me in to fill
Mayor Balunis’ unexpired council term. I would also like to thank Congressman
Garrett for coming to Wanaque today to swear us in.
I am looking forward to
working with the Mayor, Council and the Residents of Wanaque in moving forward
with the progress that has been made in rebuilding our town and keeping Warren
Hagstrom’s dream of a better Wanaque going forward.
I would also like to thank my
wife, Jennifer, my son Joe and my friends for being by my side.

Mahler:
“Good
afternoon and happy new year. I would
like to start by congratulating Don Pasquariello and Rob Pettet. The next three years are going to be a busy
time in Wanaque and we all are all grateful that Don and Rob will be part of
our team.
I would like to take this
opportunity to welcome our newest Councilman, Joe Fiorito. Joe has been a very
active member of our community as President of Wanaque Little League and Chairman
of the Wanaque Open Space Committee. He
has also been very involved in both
Cub Scouts and Boy Scouts. Joe is a
very dedicated individual and we know he will do a great job on the Council.
I would like to thank
Congressman Garret for taking a day out of his busy schedule to come to Wanaque
today.
I would also like to take this
opportunity to congratulate Tom Carroll for being named Administrator of the
Year by the New Jersey Association of Town Administrators. There are 566 municipalities in New Jersey,
many of which are quite larger than Wanaque, which makes this Award quite an
accomplishment.
I look back at 2005 with mixed
emotions. On a positive note, the
Ringwood Avenue reconstruction was finally completed over the summer after
several years of traffic detours. I would like to thank all of our residents
along those detours for their patience and understanding. The completed project has improved the
appearance of Haskell and it is the first step in the downtown revitalization process. There is still a small list of open items
from this project which are expected to be completed this spring.
The Stop & Shop on Union
Avenue opened in the fall. The new
owners did a great job with the renovation.
The facility is state of the art and a welcome addition to our
community.
Last week, on December 27th,
the Pulte senior living complex began closing of unites in the first
building. The Mayor & Council
toured the facility that evening and personally welcomed the Pulte residents. The first residents to move in were Ted
& Marie Roberto, Wanaque residents who had lived on Ringwood Avenue in
Haskell for many, many years. The
Roberto’s along with several other residents who had closed but not yet moved
in, were very excited about their new homes.
Looking forward, 2006 should
be a very busy year in Wanaque. The
Pulte development is moving forward and over 50% of the units are expected to
close this year.
In addition, construction is
expected to begin on three major projects in Haskell. The most noticeable will be the downtown revitalization of the
area of Ringwood Avenue north of Doty Road from the Gazebo to Lakeland Auto
Parts. A redevelopment plan is almost
complete and should be voted on by the Council in early 2006. Under this plan,
all of these decrepit buildings will be demolished and replaced by a 49,000
square foot building containing retail stores on the first floor and offices on
the second & third floors. There
will be no residential units in this project.
This project is expected to be completed in the spring of 2007.
The other Haskell
redevelopment project is the replacement of the old candle factory with a
senior living complex. Construction is
expected to begin in the early spring.
The third project expected to begin construction in 2006 is the hotel
and conference center on Union Avenue, just past the Burger King.
We also expect to begin the
planning process for a future redevelopment project for the area south of Doty
Road. This project is expected to be a
more difficult process due to the number and configuration of the properties
involved. However, the goal for 2006 is
to begin the formulation of the overall plan.
Last year at this time, I
spoke about initiating steps to dissolve the regional sewer authority. This has been a slow process requiring the
approvals from certain state and federal agencies prior to pursuing our
neighboring communities. Written
requests have been made to the applicable
agencies and we await their response.
Unfortunately, these agencies move at their own pace, which is
slow. We will continue to pursue this
issue.
With regard to municipal
taxes, a preliminary budget for 2006 has been formulated and we fully expect
that there will be no increase in the Municipal portion of the tax rate in
2006. We are actually hoping for a
slight decrease in Municipal taxes, depending on how certain estimates evolve.
I do want to emphasize that I am speaking about the Municipal portion of the
taxes which is the only portion controlled by the Mayor & Council. We do not control the County or School
portion of the tax bill.
I also would like to comment on some other events from
2005. We were all shocked by the sudden
passing of Diana Theoharous in the spring, and of Mayor Warren Hagstrom in
November. They will both be dearly
missed.
On today’s agenda is the
introduction of an Ordinance to honor Mayor Warren Hagstrom by naming the road
leading to the Pulte development as “Warren Hagstrom Boulevard”. Later this
year we plan to also name the ball park currently under construction near the
Pulte development in honor of Warren.
These are small, but very deserving tributes to a man who did so much
for our community.
Part of Warren’s success as
Mayor was that he surrounded himself with people who shared his views and his
commitment to our community. Those
people sit up here before you today. In
the past two months, we have all worked together to make a very difficult
transition as smooth as possible.
I would like to thank Mayor Tom Balunis for taking on
the Mayor’s position for 2006. You have the support of each and every member of
the Council. We all realize that while
no one of us can do what Warren did, working together we can continue his
vision for the future of Wanaque.

O’Connell:
“I’d like to
wish everyone a Happy & Healthy New Year – Congratulations to Councilman
Pasquariello and Councilman Pettet.
Congratulations and good luck to Joe Fiorito on his appointment to the
Council. He will do a great job for Wanaque.
I had the pleasure in the last 2 weeks to hear that Tom Carroll became
manager of the year and the first building of the Pulte development is now
open. As I walked through the complex
this past Tuesday my only wish was that Mayor Warren Hagstrom could see what he
had started so many years ago. We have
to continue in his direction, the direction he lead us in and finish what he
started. There are many challenges
ahead of us to overcome. With everyones
support we can and will overcome all the challenges of 2006. I would like to thank all the Borough
Employees and volunteers who make Wanaque a great town to live in. I would like to thank my family for being
behind me and allowing me to be a councilman.
Once again I would like to wish everyone a Happy, Healthy New Year. Thank you.”

“Happy New
Year everybody. Congratulations Rob,
Tom on your appointment as Mayor, Joe Fiorito good luck. There are a lot of hours put into this that
the residents don’t realize and we do, so good luck. Our town has shown progress only expressed leaps and bounds and
we also had a tremendous loss at the same time. However that doesn’t mean we are going to stop them from
fulfilling all the dreams that were stated as everybody else has mentioned.
Unfortunately nobody ever considered the infrastucture of our Borough. Things that the residents normally do not
see or realize are needed or what goes on behind the scenes with our employees
in every realm from the Police down to the road and water departments.
The smart growth going on
thanks to the diligent work of our Administrator of the year Tom Carroll
working diligently close with the Mayor and Council through these years when
Warren was here. We have to consider what is needed to protect the people with
all the smart growth and to make sure it continues. The bond that we just received for the communications update of
the police department will not only put us in the 21st century, it’s
going to create a state of the art communication from OEM down to the road
department therefore guaranteeing better communication for safety for our
residents and all the new people coming into the town with the growth that’s
going. We also have to consider our
ambulance squad what their needs are and we diligently work behind the scenes
to getting grants and bonds. We reach
out to FEMA for money so we don’t have to burden the residents. A recent report
from the State we’re one of the smallest police departments in the State with
twenty two men in our State. We rated
two to one in the County for criminal arrests and four to one in the State
rankings. That’s a tremendous effort on
our police officers and with the new equipment it will make it much easier and
safer for them to do their job as well as the First Aid, Fire, and OEM. Our Executive Committee which we have
created this year to help ease the pressure of all of us since we all have
jobs, will enable us to scrutinize and revitalize our subject matter in an
efficient way to inform the rest of the Council as we go. I would like to at this time thank my family
and everyone who voted for me in this very solemn year of Elections. I would
like to thank everybody else and hope you have a good year. God Bless”.

“Congratulations
Don and Joe, welcome. I’ve just been informed
my drawer goes from the floor up. Being
that new man on the totem pole was fun this year. I love this town. I mentioned to the Chief not too long ago the
other town will remain nameless, but my wife and I chose and I’ve been around
the area a long, long time, Wanaque.
One of the reasons we love the police and the fire and the responders
here. It’s a wonderful community. Quite frankly I had the great fortune of
being appointed last year at the begging of Warren to a lot of degree. I really appreciate being able to serve a
portion under his leadership and the synergy that existed here and I believe
still exists and I think this town feels that synergy whether you agree with
certain moves or certain plans or whatever.
I think it’s a community and we love that and I loved serving for that
brief time under that Mayor and we have very capable leadership taking over and
we’re going to continue that. Some of
the things that I enjoyed working on this year just getting my feet wet and
learning some of the ordinances and different things but I’m particularly looking forward to this year
this Council also going beyond the limits of planning and organizing and really
I think someone mentioned getting into the backbone of the community for all
groups whether you voted for us or not we serve at the will of the people
whatever political party or whatever ideology that is we are here and we serve
at the will of the people and that is to be respected and not taken lightly and
I believe all of us are committed to do the very best job we can for the folks
here in Wanaque. I love this
country. Anybody who knows me knows
that and I love Wanaque.
I thank my family, my two
daughters my son-in-law, my grandson and my wife for their support and we look
forward to a very good year this year and continuing the synergy that exists
here in Wanaque. Thank you and God

“It’s kind of
hard after everybody has said their greetings and salutations but I consider
myself a very fortunate individual to have been on the Council for over twenty
some years. The changes I’ve seen in
administrations and the town itself has been phenomenal. We’ve had such great
leadership from Warren. I don’t think
anybody, residents, politicians, anybody will ever forget him. He was more like a brother to me. We went through a lot together. It’s hard
for me to realize that certain individuals are not with us anymore. But we must go on. I consider myself again very fortunate to be on here to see the
changes that will be coming up working with our people trying to get everything
done for the Borough of Wanaque, the residents, tax situation, anything you can
think of.
We’re all putting our best
foot forward for that. I would like to
congratulate Rob and Don. Joe, good
luck and Tom congratulations and I would like to wish everybody a Happy New Year.

WHEREAS, it is in the
best interest of the Borough of Wanaque for the uses of modern techniques of
money management of excess funds in all accounts; and
WHEREAS, on such
acceptable and sound technique is the use of cash flow when balances become
available in secure legal investments and certificates of deposit; and
WHEREAS, it has further
been determined that the Borough Auditor has recommended, due to the
instability of the financial market that the Chief Financial Officer/Treasurer
be hereby authorized to invest current excess funds in all accounts, as she
deems necessary, in order to obtain the highest interest rates;
NOW, THEREFORE, BE IT
RESOLVED, by the Governing Body of the Borough of Wanaque, that the Chief
Financial Officer/Treasurer be and she is hereby authorized and directed to
invest all excess cash funds in all accounts in Certificates of Deposit and
Money Markets at the highest interest rate, as she deems necessary, when the
Borough has the funds available, in those banks as legally designated by the
Mayor and Council;
BE IT FURTHER RESOLVED,
that the Chief Financial Officer/Treasurer is further authorized and directed
to report, in writing, to the Governing Body at the meeting next succeeding the
date when any investment is made pursuant to this Resolution and such report
shall include the amount, description, interest rate, financial institution and

PROGRAM FOR EQUAL EMPLOYMENT OPPORTUNITY
A. DEFINITION
- "An Affirmative Action Program is a set of specific and result-oriented
procedures; the objective of which is to achieve equal employment opportunity,
and in doing so to recognize and overcome the effects of racial, sexual and
social discrimination in employment.
B. STATEMENT
OF POLICY - The Borough of Wanaque is committed to ensuring equal
opportunity and participation to all of its volunteers, employees and
applicants for employment. The
treatment of all employees and applicants for employment without unlawful
discrimination as to race, creed, color, national origin, sex, age, handicap,
marital status, sexual orientation or affectional preference in all employment
decision, including but not limited to recruitment, hiring, compensation,
training and apprenticeship, promotion, upgrading, demotion, downgrading,
transfer, lay-off and termination, all other terms and conditions of employment
except as provided by law.
The Borough of Wanaque intends to advocate this

C. RESPONSIBILITY
- The Executive Director of is
responsible for implementing the Affirmative Action Program. He or she is responsible for ensuring equal

Executive Director will be responsible for all necessary actions and efforts to

Alcoholism and Drug Abuse
The Borough of Wanaque is sympathetic
to personnel with substance and alcohol problems, but it will not tolerate
situations in which drug or alcohol dependency causes unsatisfactory position
performance and/or substandard behavior and where it jeopardizes the Borough's
reputation and position in the community.
When drug dependency or
alcoholism results in unsatisfactory position performance and/or substandard
behavior, the Borough of Wanaque consider termination of employment to be a
business necessity. Unsatisfactory
position performance and substandard
behavior include, but are not limited to, the
following:
- consistent and/or excessive lateness or
absences.
- inability to carry out assigned duties on at
least
an average level.
- inability to follow instructions.
- lack of cooperation.
- lack of self-sufficiency and self-control.
Management will
evaluate such situations if patterns of poor work performance and/or
substandard behavior occur.
Employees will also be
subject to immediate dismissal if they are under the influence of alcohol or
drugs or are in possession of or sell alcohol or illegal drugs on Borough time
or property.

Re: Approve Surety Bond – County Road Opening
RESOLUTION
AUTHORIZING THE BOROUGH OF WANAQUE TO ISSUE AND EXECUTE A BOND IN ACCORDANCE
WITH THE "PASSAIC COUNTY RIGHT OF WAY ENTRY/RESOLUTION".
WHEREAS, the Mayor and Council of the Borough of Wanaque
need to make certain repairs on roadways which are located within the borders
of the Borough of Wanaque and are owned by the County of Passaic; and
WHEREAS, in
September of 1991, the Passaic County Board of Chosen Freeholders adopted a
"Right-of-Way Entry/Opening Resolution" requiring all municipalities
to comply with certain requirements before making any repairs to a County road;
and
WHEREAS, in accordance with the above requirements and
prior to the Borough of Wanaque undertaking any repairs, a Bond must be posted
with Passaic County to insure that the Borough of Wanaque will properly
excavate and restore the surface of any County roadway; and
WHEREAS, the Passaic County Board of Chosen Freeholders
have indicated that they will accept a municipality's own Bond in lieu of a
Bond issued by a Surety Bonding Company; and
WHEREAS, the Mayor and Council of the Borough of Wanaque
desire to satisfy this requirement in order to undertake all necessary roadway
repairs.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council
of the Borough of Wanaque does hereby authorize the issuance and execution of a
Bond in the amount of $30,000.00.
BE IT FURTHER RESOLVED that the Mayor and Municipal Clerk
are hereby authorized to execute any and all instruments relating hereto and
that a copy of this Resolution along with the Bond be forwarded to the Passaic
County Board of Chosen Freeholders.
